The Legislative Role of CTDA

CTDA works on behalf of its members in several key ways:

Informing Policymakers: CTDA lobbyists provide data, research and expert testimony to lawmakers, helping them make informed decisions on complex and industry-specific issues.

Expertise and Education: CTDA offers technical expertise and industry insight to policymakers, ensuring regulations and legislation are grounded in real-world operational knowledge.

Raising Awareness: CTDA actively participates in legislative hearings and briefings to highlight the challenges facing tire dealers and the broader automotive service industry.

Influencing Legislation: CTDA helps shape, amend, and promote legislation that aligns with industry goals, including reasonable standards and fair regulatory practices.

Protecting the Industry: By advocating against unfavorable policies and regulations, CTDA works to protect tire dealers from unnecessary costs, burdens and competitive disadvantages.

Strengthened Voice & Advocacy: By working together and in coalition with other organizations, CTDA provides a stronger, more unified, and more influential voice than individual efforts alone.

CTDA Legislative Accomplishments Over the Years

CTDA has successfully advocated for the tire industry by:

  • Opposing and defeating legislation that would have increased the tire fee from $1.75 to $3.25 per tire.
  • Supporting and helping pass BAR regulations allowing auto repair dealers to provide electronic estimates and authorizations (e.g., text messages).
  • Opposing legislation that would have created a state-mandated “grading system” similar to restaurant scorecards.
  • Supporting legislation to reform California’s Private Attorneys General Act (PAGA), addressing abuses while protecting workers and limiting costly shakedown lawsuits.
  • Opposing legislation that would have extended unemployment benefits to striking workers, which would have increased unemployment insurance taxes for all employers.
  • Supporting the BAR Auto Shop Locator Program, allowing shops to submit nationally recognized and industry-accepted certifications (e.g., ASE, OEM certifications) for posting on the BAR website.
  • Supporting legislation that increased penalties for catalytic converter theft.
  • Opposing legislation that would have extended sales tax to vehicle repair labor, unnecessarily increasing repair costs for consumers.
  • Supporting legislation prohibiting tire dealers from installing used unsafe tires that could harm consumers.
  • Opposing Department of Toxic Substances Control regulatory proposals that could have increased facility, generator, and hazardous waste disposal fees for tire dealers and automotive repair shops.
  • Supporting increased funding for K-12 Career Technical Education programs.
  • Opposing legislation that would have established a 32-hour workweek pilot program.
  • Supporting remedial training legislation requiring BAR to establish a process allowing successful completion of training to prevent public disclosure of citations and fines.
  • Supporting legislation requiring BAR to create an independent three-member panel—representing BAR, the public, and the automotive repair industry—to hear appeals of citations and fines.
